Request confirmation that the 'Human Health and Ecological Risk Assessment (HHERA)' updates will explicitly include baseline data from Melgund Township, distinct from the 'Host' communities of Ignace and WLON.

"The Proponent's submission emphasizes the 'Host' communities (Ignace/WLON) and general federal jurisdiction. However, the physical environment of Melgund (the unorganized territory surrounding the site and transport routes) contains specific ecological receptors and human health pathways (e.g., private wells, trap lines) that may differ from the 'Host' hubs. To ensure the HHERA is scientifically valid and protective of local residents, the Proponent must segregate and specifically analyze the baseline conditions of the unorganized territory to prevent local impacts from being diluted in regional averages."
