Challenge the Proponent to demonstrate full self-sufficiency in emergency response capabilities (fire, ambulance, spill response) specifically for the 13-year "Site Preparation and Construction" phase (2030–2042) outlined in Table 12.1.

Strategic Rationale

The Proponent's schedule indicates a 13-year duration of intensive industrial activity for site preparation and construction. Melgund Township is an unorganized territory with zero local emergency services (no fire, no ambulance, no police). Reliance on distant regional services in Ignace or Dryden for a project of this duration creates an unacceptable safety risk. The Proponent must provide 100% of emergency capacity on-site to ensure that the extended construction timeline does not compromise community safety or rely on nonexistent local infrastructure. This ensures the project is self-contained regarding safety risks.
